PIB Considers Sudhmahadev–Dranga and Singhpora–Vailoo Tunnel Projects on NH-244 to Transform J&K Connectivity

In a major push to infrastructure development in Jammu and Kashmir, the Public Investment Board (PIB) has considered a key proposal for the construction of strategic tunnels along NH-244, aimed at ensuring seamless all-weather connectivity and reducing dependence on the landslide-prone National Highway 44.

The proposal, submitted by the Ministry of Road Transport and Highways, was discussed during a meeting held on April 7, 2026, under the chairmanship of the Secretary, Department of Expenditure, Ministry of Finance.

The ambitious project involves the construction of the 12.85-kilometre Sudhmahadev–Dranga uni-directional twin tube tunnel and the 38.61-kilometre Singhpora–Vailoo twin tube tunnel on NH-244. Both projects are proposed to be executed under the Engineering, Procurement and Construction (EPC) mode, ensuring faster implementation through a single-point contracting mechanism.

As per official discussions, the projects are expected to be taken up in a phased manner after necessary approvals, with an indicative construction timeline of 5 to 7 years, given the challenging Himalayan terrain, geological complexities, and the requirement of advanced tunnelling techniques. The tunnels will incorporate modern safety features including escape passages, advanced ventilation systems, fire safety mechanisms, and intelligent traffic management systems.

Officials highlighted that NH-244 serves as a crucial alternative to NH-44, particularly in the Ramban sector where frequent landslides disrupt traffic. The proposed tunnels will significantly enhance connectivity between Anantnag and Kishtwar districts by bypassing the snow-bound Sinthan Pass, which remains closed for nearly six months annually, thereby ensuring year-round access.

The project assumes added strategic importance as NH-244 is the only national highway connecting Doda and Kishtwar districts. Improved connectivity will not only facilitate civilian movement but also strengthen security logistics by enabling faster mobilization of forces in sensitive areas.

Additionally, the corridor is vital for supporting key hydropower projects in the Chenab basin, including the Pakal Dul Hydroelectric Project and Ratle Hydroelectric Project, which are integral to long-term regional development.

Officials further noted that the earlier realignment of NH-244 carried out in 2015 reduced the route length and avoided geologically unstable stretches near the Baglihar reservoir. With the construction of these tunnels, the overall travel distance is expected to be reduced by nearly 58 kilometres, significantly improving travel efficiency, safety, and reliability.

Once completed, the Sudhmahadev–Dranga and Singhpora–Vailoo tunnel projects are expected to transform connectivity in the Chenab Valley, providing a safer, faster and all-weather transport corridor while boosting economic growth and regional integration in Jammu and Kashmir.
