Jammu, February 25, 2026:
In a significant breakthrough in the investigation of the 2025 Delhi Red Fort area bomb blast, the National Investigation Agency (NIA) has arrested two more alleged terror operatives, taking the total number of arrests in the case to 11. The arrests mark another major step in unraveling what officials describe as a meticulously planned conspiracy aimed at destabilizing the national capital.
Arrested Accused Identified
The two arrested individuals have been identified as Zameer Ahmad Ahangar, a resident of Ganderbal in Jammu & Kashmir, and Tufail Ahmad Bhat of Srinagar, Jammu & Kashmir. According to the NIA, both were active participants in the conspiracy and played a crucial logistical role in facilitating the attack.
Investigations have revealed that the duo allegedly supplied weapons to the prime accused in the case. Their arrest followed sustained interrogation of earlier detainees and technical evidence gathered during the probe.
Background of the Blast
The explosion occurred on November 10, 2025, in the vicinity of the historic Red Fort in Delhi, sending shockwaves across the country. Eleven people lost their lives in the blast, while several others sustained injuries of varying severity. The incident triggered heightened security measures across major metropolitan cities and prompted a multi-agency investigation.
The prime accused, identified as Umer Un Nabi, was killed in the explosion. Authorities believe he masterminded the attack in coordination with a network of overground workers (OGWs) and operatives.
Terror Outfit Link
The NIA stated that both Zameer Ahmad and Tufail Ahmad were active overground workers of the banned terror outfit Ansar Ghazwat-ul-Hind (AGH). The agency has uncovered evidence suggesting their involvement not only in the Delhi blast conspiracy but also in broader efforts to collect arms and ammunition intended for use against the Indian State.
Officials indicated that the accused were engaged in facilitating safe shelter, logistical support, and procurement of weapons for terror modules operating across Jammu & Kashmir and adjoining regions.
Wider Conspiracy
The case, registered as RC-21/2025/NIA/DLI, has exposed a wider terror network operating across multiple states. According to NIA findings, the conspiracy was orchestrated by Umer Un Nabi along with several co-accused, including Muzammil Ganai, Shaheen Saeed, Mufti Irfan, and Adeel Ahmed Rather. Five other individuals were earlier arrested for allegedly providing shelter and logistical support.
These nine accused had been apprehended from various locations in Jammu & Kashmir and Haryana during earlier phases of the investigation.
Multi-Agency Coordination
The probe has been carried out in close coordination with the Jammu & Kashmir Police, Haryana Police, and other central intelligence agencies. Officials emphasized that technical surveillance, digital evidence analysis, and field intelligence inputs played a critical role in tracing the terror supply chain.
The agency has reiterated its commitment to dismantling terror infrastructure and ensuring that all individuals linked to the conspiracy are brought to justice.
Ongoing Investigation
Sources within the NIA indicate that further arrests cannot be ruled out, as investigators continue to examine financial trails, communication records, and cross-border linkages. Raids are reportedly ongoing at multiple locations to identify additional facilitators and sleeper cell members.
Security has been intensified around sensitive installations in Delhi and other major cities as a precautionary measure.
The NIA has assured that a comprehensive charge sheet will be filed upon completion of the investigation.
