J&K Chief Secretary Reviews ₹3,000 Crore Disaster Reconstruction Projects, Orders Faster Execution

Departments told to accelerate restoration works and submit pending reconstruction proposals urgently

Srinagar: Jammu and Kashmir Chief Secretary Atal Dulloo chaired a high-level review meeting to assess the progress of disaster restoration and reconstruction projects worth nearly ₹3,000 crore being implemented across the Union Territory. The projects are being funded under the Disaster Component of the Special Assistance to States for Capital Investment (SASCI) and the Post-Disaster Needs Assessment (PDNA)-based Recovery and Reconstruction package approved by the Ministry of Home Affairs after the devastating floods and landslides of 2025.

During the meeting, the Chief Secretary directed all departments to speed up the execution of approved projects and ensure that all restoration works are completed within the prescribed timelines. He stressed that departments must comply with the scheme’s deadlines and avoid delays in project implementation.

Dulloo also instructed departments to immediately submit all pending permanent restoration proposals under the PDNA framework and send additional infrastructure proposals worth around ₹232 crore to the Finance Department for further consideration. To ensure transparency, he directed every department to certify that projects proposed under SASCI and PDNA are not receiving funds from any other scheme, making it clear that no financial claims would be processed without such certification.

The Public Works Department, Power Development Department and Housing & Urban Development Department were also asked to submit additional infrastructure projects for consideration under the SASCI Disaster Component for the 2026–27 financial year.

During the review, the Finance Department informed the meeting that Jammu and Kashmir has received an additional ₹1,431 crore under the Disaster Component of SASCI for restoration of infrastructure damaged by natural disasters and for future disaster mitigation measures.

Of this allocation, the Public Works Department received the highest share of ₹860 crore, followed by ₹315 crore for the Jal Shakti Department, ₹173 crore for the Power Development Department, ₹51 crore for the Agriculture Production Department and ₹32 crore for the Youth Services and Sports Department.

The meeting was further informed that the Ministry of Home Affairs has approved ₹1,579.09 crore under the PDNA-based Recovery and Reconstruction package, including a Central share of ₹1,421.12 crore and a Union Territory share of ₹157.91 crore. The funding covers multiple sectors including roads, housing, education, healthcare, drinking water, sanitation, irrigation, power, agriculture, tourism, horticulture and environmental restoration.

Officials also revealed that projects worth nearly ₹1,196 crore have been finalised under SASCI after eliminating overlapping works, while work plans exceeding ₹1,025 crore have already been uploaded on the BEAMS platform. So far, more than ₹429 crore has been released to various departments for execution of approved works.

Reaffirming the government’s commitment to resilient infrastructure, the Chief Secretary said the reconstruction programme should not only restore damaged assets but also strengthen public infrastructure to better withstand future natural disasters while protecting lives, livelihoods and essential public services across Jammu and Kashmir.
