New Delhi, November 7: The Central Government has extended the Punjab Prisons and Correctional Services Act, 2026, to the Union Territory of Chandigarh, introducing significant changes to prison administration, prisoner transfers, security arrangements and rehabilitation facilities.
The decision was notified by the Union Ministry of Home Affairs through a notification published in the Gazette of India on November 6, under Section 87 of the Punjab Reorganisation Act, 1966.
Under the extended legislation, the Chandigarh Administrator, appointed by the President under Article 239 of the Constitution, will exercise the powers assigned to the government. The Inspector General of Prisons, Chandigarh, will head the Department of Prisons and Correctional Administration.
New Rules for Prisoner Transfers
One of the key provisions concerns the transfer of prisoners between Chandigarh and other states or Union Territories. Such transfers will require the consent of the governments concerned.
In the case of undertrial prisoners, transfers from Chandigarh to another state or Union Territory on grounds of security, law and order or public interest will additionally require approval from the court where the trial is pending.
Enhanced Prison Security
The new framework also introduces stricter security measures around prison premises. Authorities will be required to establish a notified no-fly zone extending up to 500 metres beyond prison boundaries.
Drone and other aerial-object operations within the restricted zone will require permission from the competent civil aviation authority and prior approval from the prison department.
Focus on Prisoner Rehabilitation and Disability Rights
The legislation also strengthens safeguards for prisoners with disabilities. Prison staff will undergo regular training to understand the rights and specific needs of such inmates and provide appropriate care and assistance.
Provisions include accessible prison infrastructure, medical facilities, educational and vocational training centres, grievance redressal systems and disability screening for incoming prisoners.
The extension of the 2026 Act is aimed at bringing Chandigarh’s prison administration under a more structured framework covering security, prisoner welfare, rehabilitation and inter-state coordination.
