The Speaker said the amendment was disallowed because the Rules prohibit discussion on matters that have already been debated or decided by the House.

Regarding statehood, the Speaker clarified that its restoration is outside the competence of the Government.

Lone challenged the ruling, noting that he was not seeking a law on statehood but was merely expressing an intention regarding its restoration. (Agencies)
