Jammu, September 30: BJP MLA R.S. Pathania has addressed an open letter to the Speaker of the Jammu and Kashmir Legislative Assembly, raising concerns over the conduct of business in the House and the role of the Presiding Officer.
In his letter, Pathania described the Speaker as the “Custodian” of the Assembly, responsible for safeguarding its Rules, constitutional boundaries and institutional character. He said the office of the Speaker transcends party politics and carries an expectation of impartiality, constitutional discipline and institutional restraint.
Pathania stated that, in his view, the Chair had permitted business on three occasions during the current Assembly proceedings that he believes undermined the constitutional standing and institutional credibility of the House.
The letter appealed to the Speaker to uphold parliamentary conventions and constitutional propriety while exercising the authority of the Chair.
