According to media reports, Handoo was arrested on October 17 by a team of Baramulla Police following an investigation into the circulation of electronic messages and threat posters on social media. The case reportedly involves allegations that messages purportedly issued in the name of militant outfits were repeatedly shared online, creating fear and insecurity among employees from the minority community.

The matter came to the forefront in August after alleged threat letters containing the names and personal details of Kashmiri Pandit employees circulated online. The developments raised serious security concerns among employees appointed under the Prime Minister’s Rehabilitation Package, with hundreds reportedly placed on administrative leave for nearly three weeks.

Police have stated that investigators have gathered significant clues regarding the alleged involvement of the accused. Reports indicate that the case includes charges related to cyberterrorism under the Information Technology Act, while police have also referred to the Unlawful Activities (Prevention) Act (UAPA).

The investigation reportedly followed a complaint by an employee appointed under the Prime Minister’s Rehabilitation Package and the registration of an FIR in Baramulla. Handoo had allegedly been summoned to join the investigation before his arrest in Haryana.

Meanwhile, Kashmiri Pandit leader and Lok Janshakti Party leader Sanjay Saraf has expressed concern over the arrest and called for a review of the charges, stressing the need for a fair and impartial investigation.

The case remains under investigation, and the allegations against the accused have yet to be established in court.
