Abdul Rahim Rather Reviews Development Scenario in Budgam, Stresses People-First Governance

Speaker reviews Budgam projects, directs faster public service delivery

Srinagar, May 14: Speaker of the Jammu and Kashmir Legislative Assembly Abdul Rahim Rather today chaired an extensive review meeting to assess the overall development scenario in Budgam district, with special focus on Charar-i-Sharief constituency.

The meeting focused on key departments including Rural Development Department (RDD), Roads & Buildings (R&B), Jal Shakti, Health, and Education under the District Capex plan. The Speaker reviewed departmental performance, utilization of funds, and progress on ongoing and completed works.

Officials informed the meeting that in Charar-i-Sharief constituency, 730 works were approved in the previous financial year, out of which 665 have been completed. Under the Constituency Development Fund (CDF), 172 works were identified, 160 approved, and 67 completed.

In the Rural Development Department, 1,628 works were approved, with 1,533 completed. In the R&B sector, 41 works were approved and 30 completed during 2025–26. In the Education sector, 97 works were approved, of which 24 have been completed so far. Under Jal Shakti, 67 works were approved across Budgam and Chadoora divisions, with 41 completed.

A detailed review was also held on the restoration of the Chadoora bridge, a crucial link connecting large population areas with Budgam and other parts of Kashmir. The Speaker directed the Roads & Buildings department to expedite its restoration and ensure proper maintenance of approach roads for smooth traffic movement.

Emphasizing a “people-first” approach to governance, the Speaker directed officials to ensure timely execution of development works, transparent implementation, and immediate redressal of public grievances.

He stressed that development should not remain on paper but must translate into visible improvements in people’s lives. He also instructed departments to involve MLAs in the planning and identification of developmental works to ensure better alignment with public needs.

The Speaker said that coordination between departments and elected representatives is essential for efficient delivery of public services and faster completion of priority projects.

Senior district officers briefed the Speaker on achievements, challenges, and future plans, assuring strict adherence to timelines and improved coordination for accelerated development in Budgam.
