Kishtwar, June 03: In a significant move aimed at maintaining public order and communal harmony, District Magistrate Kishtwar Pankaj Kumar Sharma (JKAS) has ordered the preventive detention of Mohd Saleem, son of Nissar Ahmed, a resident of Bagla Dali in Doda district, under the provisions of the Jammu & Kashmir Public Safety Act (PSA), 1978.
The detention order was issued on the basis of a detailed dossier submitted by the Senior Superintendent of Police (SSP), Kishtwar, which highlighted the accused’s repeated involvement in the organized illegal transportation and smuggling of bovine animals across Kishtwar, Doda and adjoining areas.
According to the dossier, the accused had allegedly been involved in such unlawful activities on multiple occasions. Despite facing criminal proceedings in the past, he reportedly continued to indulge in similar offences, displaying a habitual tendency and a complete disregard for the law.
After examining the material placed before him, the District Magistrate observed that bovine smuggling has the potential to create serious communal tensions and disturb public tranquility, communal harmony and the normal pace of life in society. The administration further noted that ordinary criminal law had failed to deter the accused from continuing his alleged illegal activities.
Being satisfied that the individual’s activities were highly prejudicial to the maintenance of public order, the District Magistrate invoked the provisions of the Public Safety Act and ordered his preventive detention.
Following the issuance of the detention order, the detenue has been lodged in District Jail Kishtwar.
The District Administration Kishtwar reiterated its zero-tolerance policy against bovine smugglers, anti-social elements and all individuals involved in activities that threaten public order. It emphasized that strict and decisive action will continue against such offenders in the future as well.
Officials stated that the administration remains committed to preserving peace, communal harmony and the rule of law across the district.
