Jammu, Jan 16: Adversarial elements, including hostile forces from across the border, may attempt to create trouble in Jammu and Kashmir, but preparedness on the ground remains strong, Jammu and Kashmir Chief Secretary Atal Dulloo said on Friday.
Dulloo noted that the region faces multiple challenges, ranging from infiltration attempts to weather- and terrain-related difficulties, which adversarial elements often try to exploit.
“We must keep in mind that those seeking to disturb the security situation here, including forces from our neighbouring country, will continue their efforts. Their aim is to take advantage of the element of surprise to destabilize the region,” he told PTI.
Expressing confidence in the security apparatus, Dulloo said all agencies remain on high alert. “The Army, paramilitary forces, Jammu and Kashmir Police, and intelligence agencies are fully prepared to respond effectively to any conspiracy,” he added.
Reflecting on the security situation in 2025, Dulloo said it was largely under control, demonstrating the operational effectiveness of the forces. “Leaving aside the Pahalgam attack, overall security in 2025 was largely stable, highlighting the strong response and achievements of the security forces,” he said. The Pahalgam attack in April 2025 killed at least 26 people, mostly tourists, and injured several others.
Dulloo highlighted the visible dominance of security forces in the region and the significant successes achieved during the year, including operations like Operation Mahadev and the dismantling of modules involved in attacks, including one in Delhi.
On recent high-level security review meetings chaired by the Union Home Minister, Dulloo said such reviews are ongoing and help assess new developments and upcoming challenges. “Security strategies are continuously evaluated and updated, which has contributed to the successes achieved so far,” he said.
Looking ahead to 2026, Dulloo emphasized that adversarial elements may attempt to create trouble, but the ground-level preparedness remains strong. “Every effort is being made to ensure effective control and dominance by security forces so that terrorists do not succeed,” he added.
He also addressed Pakistan-sponsored drone activities along the Indo-Pakistan border, saying these are being effectively countered. “Drones used to smuggle weapons and narcotics, which fund terrorism in J&K, are being intercepted. Our Army, BSF, police, and other forces are fully capable of handling these challenges,” he said.
On the terror ecosystem in the region, Dulloo said it has significantly weakened over time. “Recruitment into terrorist ranks is now almost negligible. Incidents like stone-pelting and shutdowns are no longer common, and support for such activities has virtually disappeared. Any attempt to revive the terror network will be firmly dealt with,” he said.
He concluded, “Our police, security forces, and intelligence agencies are fully capable of maintaining peace and ensuring that residents continue to live in an atmosphere of security and tranquillity.”……….(Agencies)
