India and Saudi Arabia Condemn Pahalgam Terror Attack During PM Modi’s Visit, CCS to Discuss Security Concerns
During Prime Minister Narendra Modi’s visit to Saudi Arabia, both India and Saudi Arabia strongly condemned the terror attack in Pahalgam, Jammu and Kashmir, which took place on April 22, 2025. A statement from the Ministry of External Affairs highlighted the unanimous stance of both nations against terrorism.
The statement read: “Both sides condemned the horrific terror attack in Pahalgam, Jammu and Kashmir, that claimed the lives of innocent civilians. They strongly denounced terrorism and violent extremism in all forms and manifestations, reaffirming that it remains one of the gravest threats to humanity.”
Further, the two countries emphasized that terrorism cannot be justified under any circumstances. “There can be no justification for any act of terror, no matter the reason. Both sides rejected any attempt to associate terrorism with any particular race, religion, or culture,” the statement continued.
The joint statement also acknowledged the strong cooperation between India and Saudi Arabia in counterterrorism efforts, highlighting collaboration in counter-terrorism operations and combating terror financing. Both sides condemned cross-border terrorism and called on all nations to reject the use of terrorism, dismantle terrorist infrastructure, and bring perpetrators to justice promptly. They stressed the importance of preventing access to weapons, including missiles and drones, to carry out terrorist activities.
In related developments, sources from the Defence Ministry indicated that the Cabinet Committee on Security (CCS) is set to convene to discuss security measures in Pahalgam in light of the deadly attack.
Prime Minister Modi, who was on a two-day state visit to Saudi Arabia at the invitation of Crown Prince Mohammed bin Salman, cut short his trip following the terror attack. Originally scheduled to return on Wednesday night, PM Modi arrived in India early Wednesday morning after deciding to forgo the official dinner hosted by Saudi Arabia in order to address the situation in Jammu and Kashmir.
