Jammu, April 30, 2026:
The government led by Omar Abdullah on Wednesday ordered a major reshuffle in the administrative setup, transferring and posting 179 Jammu and Kashmir Administrative Service (JKAS) officers across the Union Territory.
According to an order issued by the General Administration Department (GAD), the reshuffle includes postings and transfers of several officers at key positions in the civil secretariat as well as in districts.
A number of officers have been posted as Additional District Development Commissioners (ADDCs), Sub-Divisional Magistrates (SDMs) and in other important administrative roles, while some have been shifted from sensitive departments including revenue, rural development and urban local bodies.
The large-scale administrative exercise comes amid ongoing discussions over the sharing of powers between the elected government and the office of the Lieutenant Governor of Jammu and Kashmir.
The reshuffle was issued by the General Administration Department through Government Order No. 855-JK(GAD) of 2026. The order states that the transfers have been made in the “interest of administration” and will take immediate effect.
Among the key high-level changes, Asif Hamid Khan has been moved from the J&K Special Tribunal and posted as Secretary in the Jal Shakti Department. Smita Sethi, who was serving as Commissioner of Food and Drug Administration, has been appointed Managing Director of the J&K Housing Board. Mohammad Shahid Saleem Dar has been posted as Managing Director of SIDCO and will also hold additional charge of SICOP. Mohammad Rafi has been shifted from the Srinagar Development Authority and posted as Director General of Libraries, J&K. Rubina Kousar has been appointed as Mission Director, ICPS/Vatsalya.
In the directorate-level postings, Reyaz Ahmad Wani has been appointed as Director, Rural Development, Kashmir. Mushtaq Ahmad has been posted as Director of Estates, Jammu, while Mohammad Ashraf Hakak will serve as Director of Estates, Kashmir. Mufti M. Farid-ud-Din has been appointed as Director of SKICC. Pawan Kumar Sharma has been posted as Director of Geology and Mining, J&K.
At the district level, Gulzar Ahmad Dar has been posted as Additional District Development Commissioner (ADDC), Kupwara. Nazir Ahmad Mir and Krishan Lal have been appointed as ADDCs for Bandipora and Reasi respectively. Kulbushan Khajuria has been posted as Joint Commissioner in the Jammu Municipal Corporation and will also hold additional charge as Additional CEO of Smart City Jammu.
Officials said the reshuffle is aimed at improving administrative efficiency and strengthening governance across departments.
