The resolution, which was admitted under Rule 179 read with Rule 28 of the Rules of Procedure and Conduct of Business in the J&K Assembly, aims to provide relief to households burdened by accumulated electricity bills. The balloting for private members’ resolutions is scheduled for Wednesday, Oct 22, 2025, at 4:00 PM in the office chambers of the Assembly Secretary, with MLA Fayaz has been communicated to be present for further deliberations on the bill.

Jammu and Kashmir has been facing frequent power outages, especially with the approaching winter season, when electricity demand rises due to heating needs. Households in non-metered areas have also reported sharp increases in electricity bills, with departmental authorities reportedly increasing sanctioned loads at several locations. While the resolution does not address these issues, ongoing concerns about smart meter glitches, high billing, and load management continue to affect many consumers.

In a bid to alleviate financial strain on domestic users, the government has also introduced the PM Surya Ghar Scheme, aimed at reducing electricity bills through rooftop solar installations and energy-saving initiatives.

“Officials say the resolution, if passed, would provide much-needed relief to domestic power consumers, highlighting the urgent need for better electricity billing and distribution management across the Union Territory.”
