Of 14 Resolutions Selected by Ballot, Alliance Wins 11, BJP 2, PDP 1

NC MLAs dominate Private Members’ Resolutions with focus on power projects, land regularization, and environmental initiatives; BJP and PDP push regional priorities in Jammu and Kashmir Assembly.

JAMMU, Feb 24: The Legislative Assembly Secretariat conducted the balloting process today for listing 14 Private Members’ Resolutions in the House—seven each for March 31 and April 2—during the second leg of the budget session, which will resume on March 27 and conclude on April 4.

Among the significant Resolutions listed are: return of NHPC-operated power projects to the Jammu and Kashmir government, making Kashmiri language mandatory in the Kashmir division and other identified areas, regularization of State and Shamilat lands held by educational institutions, execution of works up to ₹3 lakh through Halqa Panchayats, establishment of a Veterinary and Animal Science University in Jammu, and regularization of residential colonies in Jammu district.

NC MLA Sajad Shaheen from Banihal moved a resolution for the phased and mutually agreed transfer of operational control or ownership of running hydroelectric projects operated by NHPC within the UT to the J&K government, in line with Constitutional provisions, existing laws, and inter-governmental arrangements.

Of the seven Resolutions listed for March 31, six will be moved by Alliance members, including five NC MLAs and one Congress legislator. Only one BJP resolution, by Ramnagar MLA Sunil Bhardwaj, has been listed. On April 2, out of seven Resolutions, five belong to Alliance members (four NC and one Independent, Muzaffar Iqbal Khan), while BJP’s Dr Narinder Singh Raina and PDP’s Waheed-ur-Rehman Para have one each.

The Assembly composition is as follows: NC has 42 MLAs, BJP 29, Congress six, and PDP four, with several smaller party and Independent MLAs supporting the NC-led alliance.

Key resolutions include:

  • Dr Narinder Singh (BJP): Establishment of a Veterinary and Animal Sciences University in Jammu.

  • Waheed-ur-Rehman Para (PDP): Making Kashmiri language mandatory in government notifications, orders, communications, and education up to Class XII in identified Kashmiri-speaking areas.

  • Hasnain Masoodi (NC): Regularization of State and Shamilat lands used by educational institutions, allowing them to operate from existing premises until the process is completed.

  • Mubarik Gul (NC): Creation of a Dedicated Lakes, Water Bodies, and Waterways Development Authority for sustainable management of Khusal Sar, Gilsar, Shallabud water bodies, modeled on the Manasbal Lake Development Authority.

  • Nizam-ud-Din Bhat (Congress): Ensuring uniform, full-fledged healthcare in all districts, considering accessibility, population, and disease prevalence.

  • Nazir Ahmad Khan (NC): Linking promotions in Education and Health Departments with mandatory service in far-flung areas.

  • Shamim Firdous (NC): Blanket ban on polythene and allied products.

  • Sajad Shaheen (NC): Regularization of long-standing residential colonies in Jammu.

  • Salman Sagar (NC): De-notification of Phaak area and Rural Block Harwan from Srinagar Master Plan to protect local rights and livelihoods.

  • Javid Hassan Baig (NC): Two resolutions—Priority One status for disaster management with focus on earthquakes, and declaring Baramulla town a heritage town.

  • Sunil Bhardwaj (BJP): Upgradation of Ramnagar Tehsil as a district.

  • Muzaffar Iqbal Khan (Independent): Full implementation of Panchayati Raj Rules (1996) to ensure works up to ₹3 lakh executed directly through Halqa Panchayats.

The resolutions reflect the Alliance’s focus on governance, development, and regional priorities, while opposition parties push for strategic projects in their areas of influence. (Agencies)
