Jammu/Kishtwar, May 16, 2026: In a major enforcement action against unauthorized commercial establishments, the Municipal Council Kishtwar on Saturday sealed an illegally operating car wash unit within the municipal limits of Kishtwar for allegedly violating municipal regulations, sanitation norms, and building laws.
According to an official order issued by the Office of the Municipal Council Kishtwar, the action was taken following an inspection and verification conducted by the municipal staff, during which it was found that the car wash unit being operated by Aqib Shah, son of Yaqoob Shah, was functioning without obtaining a valid trade license or permission from the Municipal Council as required under the provisions of the Jammu and Kashmir Municipal Act.
The order further stated that the unit was discharging wastewater containing detergents, oil, and grease without any proper drainage or waste disposal mechanism, thereby creating insanitary conditions and posing a serious threat to public health and the environment.
Officials also observed that the structures and arrangements raised for operating the car wash facility had allegedly been erected without approval from the competent authority and were in violation of the applicable Building Bye-Laws, land use regulations, and provisions of the Jammu and Kashmir Control of Building Operations Act.
The Municipal Council noted that the premises used for the commercial activity were not supported by any approved building plan or lawful authorization. Despite repeated requirements for prior permissions and compliance with municipal regulations relating to sanitation, building control, and public safety, the operator allegedly continued to run the unit in contravention of the law.
Acting under the powers vested under the Jammu and Kashmir Municipal Act and other relevant provisions, the Municipal Council ordered the immediate sealing of the premises to prevent continuation of the unauthorized activity.
The owner/operator has been directed to cease all operations immediately and has been warned not to resume any activity unless all requisite permissions, including building permission and trade license, are obtained from the competent authority and full compliance with applicable laws is ensured.
The order stated that any violation of the directions shall invite further legal action under the relevant provisions of the Jammu and Kashmir Municipal Act, the Control of Building Operations Act, and other applicable laws.
The action has been taken in the interest of public health, sanitation, environmental protection, and to ensure planned urban development within the municipal limits of Kishtwar.
