MEA Clarifies Passport Is Travel Document, Not Proof of Citizenship

Government highlights faster passport services, e-passports and expanding global mobility initiatives

The Ministry of External Affairs (MEA) has clarified that an Indian passport is primarily a travel document and should not be considered conclusive proof of Indian citizenship or eligibility for government benefits.

During a briefing on India’s expanding passport and mobility ecosystem, officials said passports are issued to Indian citizens to facilitate international travel and establish identity abroad. The clarification comes amid public confusion over the use of passports, Aadhaar and voter ID cards as proof of citizenship.

The MEA also highlighted major improvements in passport services. Processing time has been reduced to as little as five working days in many cases, while applicants now spend less than 45 minutes at Passport Seva Kendras due to technology-driven reforms.

Officials said India has successfully rolled out chip-enabled e-passports nationwide. The secure electronic passports, compliant with International Civil Aviation Organisation (ICAO) standards, are designed to improve security, reduce fraud and enhance international acceptance.

The country’s passport service network has expanded to 545 Passport Seva Centres, with plans to open 20 more centres this year. The government aims to ensure at least one passport facility in every Lok Sabha constituency by 2027.

According to the MEA, only around 10% of India’s population currently holds a passport, and expanding access remains a priority as overseas education, employment and business opportunities continue to grow.

The ministry also said India has signed 27 mobility agreements with 25 countries to facilitate the movement of students, professionals and skilled workers. Currently, 27 countries offer visa-free entry, while 47 provide visas on arrival and 66 offer e-visa facilities to Indian passport holders.

The government added that it will continue strengthening passport services and overseas support systems to make international travel safer, faster and more accessible for Indian citizens.
