According to an official communication issued by the Home Department, a thorough and impartial probe has been directed into the incident that occurred on April 1 at Arhama. The inquiry will be conducted by the District Magistrate, Ganderbal, to ascertain the facts and circumstances leading to the death of Raashid Ahmad Mughal, a resident of Chuntwaliwar Lar.

The order, marked confidential and urgent, states that the probe must be completed within seven days, with findings to be submitted to the Home Department for further action.

The encounter has triggered widespread controversy, with family members and locals alleging that the deceased was not involved in any militancy-related activity and questioning the circumstances under which the operation was carried out.

Eyewitness accounts and local narratives have reportedly contradicted official claims, leading to public protests and demands for an independent investigation. The issue has also sparked intense debate on social media, amplifying calls for accountability and transparency.

Former Chief Minister Mehbooba Mufti expressed serious concern over the incident, stating that such killings deepen mistrust and alienation among the people. She called for a transparent and credible probe, urging authorities to ensure justice and accountability.

Meanwhile, Chief Minister Omar Abdullah said that the incident is deeply troubling and emphasized that the truth must come out through a fair investigation. He stated that accountability is essential to maintain public confidence and that the government supports a free and impartial inquiry into the matter.

In response to the growing backlash, the Office of the Lieutenant Governor stated that the inquiry would examine all aspects of the incident to ensure that justice is delivered. Officials have emphasized that the administration remains committed to upholding the rule of law and public trust.

The probe is expected to scrutinize operational details, intelligence inputs, and the sequence of events that led to the fatal outcome.

The outcome of the magistrial inquiry will be crucial in determining whether the encounter adhered to established norms or if any lapses or excesses occurred. Observers believe the findings may have significant implications for both the security framework and public confidence in the region.
