Ladakh Lieutenant Governor V. K. Saxena has approved an interim land-use regulatory framework allowing the use of plots up to two kanals within Municipal Committee limits for residential, commercial, industrial, or mixed-use purposes without requiring prior approval.
The interim framework has been introduced to address the long-standing absence of notified Master Plans and Zonal Development Plans, which had created uncertainty for citizens seeking building permissions and undertaking development projects in municipal areas.
Under the new rules, certain activities will continue to require prior approval. These include Red and Orange category industries in commercial zones, as well as Red, Orange, and Green category industries, slaughterhouses, commercial animal rearing, stone quarries, storage of inflammable materials, and burial grounds or crematoria in residential and mixed-use areas.
The administration said the decision aims to facilitate planned development while ensuring environmental safeguards and reducing unnecessary procedural delays. It is also intended to provide relief to residents and businesses until the statutory planning framework is finalised.
The Lieutenant Governor said the absence of notified Master Plans should not become an obstacle for people wishing to build homes, establish businesses, or carry out legitimate development activities. He added that the interim framework balances development needs with proper regulation.
Officials noted that urban development in Ladakh is currently governed by the Ladakh Building Bye-laws, 2025, as no Urban Development Authorities have yet been constituted. Municipal Committees have been directed to issue operational guidelines for implementing the new framework.
The interim land-use policy will remain in force until the Master Plans, Zonal Development Plans, and related statutory regulations are formally notified.
