The order was passed by Justice Rajnesh Oswal in CRM(M) No. 1050/2022, along with connected applications CriM Nos. 2192/2022 and 723/2024.

During the proceedings, the Court was apprised through a status report filed by the UT of Jammu and Kashmir that the investigation in FIR No. 304/2022 had been completed and no incriminating material was found against the petitioner. The investigating agency concluded that no offence was proved and accordingly closed the case as “not admitted” by filing a final report dated December 21, 2023.

Taking note of the status report and the closure of the FIR, the Court observed that no further cause survived for adjudication of the petition. Consequently, the petition was disposed of along with all connected applications.

The FIR had been registered in 2022, following which Dr Shafiqa Qazi approached the High Court seeking quashing of the FIR and related proceedings. During the pendency of the petition, the police completed the investigation and submitted the final closure report, leading to the present outcome.

The order was pronounced at Jammu on February 27, 2026.
