The Government of Jammu and Kashmir has sanctioned the release of Selection Grade (Non-functional) and Special Scale (Non-functional) in favour of Mr. Masood Ahmad Qazi, JKAS (Retd.), through Government Order No. 142-JK(GAD) of 2026 issued by the General Administration Department on Monday.
As per the order, Mr. Masood Ahmad Qazi has been granted Selection Grade (Non-functional) in Level-12 of the pay matrix (₹78,800–₹2,09,200) with effect from January 1, 2019. He has also been accorded Special Scale (Non-functional) in Level-13 (₹1,23,100–₹2,15,900) with effect from January 1, 2023.
The sanction has been issued in pursuance of Council of Ministers Decision No. 00810L/2026 dated January 22, 2026. The order was signed by Commissioner/Secretary to the Government, M. Raju, IAS, and formally issued by the General Administration Department from the Civil Secretariat, Jammu.
The government order further states that copies have been circulated to all Financial Commissioners (Additional Chief Secretaries), Principal Secretaries, Divisional Commissioners of Jammu and Kashmir, Director General of Police J&K, J&K Public Service Commission, and all Deputy Commissioners, among others, for information and necessary action.
Mr. Masood Ahmad Qazi, who belongs to the Jammu and Kashmir Administrative Service and has since retired, is also among the official recipients of the order.
The release of these non-functional grades reflects the government’s continued implementation of service-related benefits for eligible officers in accordance with established rules and decisions of the Council of Ministers
