Chief Minister Rekha Gupta, who also holds the finance portfolio, on Tuesday presented a ₹1,03,700 crore budget for Delhi, with ₹11,666 crore allocated to the Municipal Corporation of Delhi (MCD).

The government has set aside ₹260 crore to provide two free LPG cylinders to every household annually—one each during the festivals of Holi and Diwali.

Describing it as a “green budget,” Gupta said Delhi is undergoing a phase of transition. She also remarked that a “culture of freebies” had impacted the city’s growth rate, noting that revenues declined between 2018 and 2020 during the AAP government led by Arvind Kejriwal.

The 2026–27 budget estimates tax revenue at ₹74,000 crore. The Chief Minister also highlighted that Delhi’s per capita income is the third highest in the country.

In the infrastructure sector, ₹5,921 crore has been allocated to the Public Works Department (PWD), while ₹7,887 crore has been earmarked for urban development and shelter projects. “Our aim is safe roads, climate corridors and seamless connectivity,” Gupta said.

The government has allocated ₹3,942 crore for the power sector and ₹200 crore specifically for the removal of overhead wiring. Additionally, ₹300 crore has been announced for the development of the trans-Yamuna region, while the Delhi Gram Vikas Board will receive ₹787 crore.

An amount of ₹1,352 crore has been earmarked for developing dust-free roads, including recarpeting of 750 km of roads across the city. The budget also sets aside ₹160 crore for industrial area development—marking the first allocation for non-conforming areas—along with ₹454 crore for the Najafgarh drain and ₹350 crore for the MLA Local Area Development Scheme.

Further, ₹151 crore has been allocated for extending the Modi Mill flyover up to the Kalkaji–Savitri Cinema intersection, with the total project cost estimated at ₹371 crore.

The government also plans to construct an integrated secretariat and a residential complex for its employees.

Referring to the Palam fire incident, Gupta said narrow lanes and congested unauthorised colonies pose challenges for firefighting, adding that ₹674 crore has been allocated to strengthen fire services infrastructure.

To address water-related issues, ₹9,000 crore has been allocated to the Delhi Jal Board for water supply and sewage management, alongside new pipeline projects. Additionally, ₹475 crore has been earmarked for the Chandrawal water treatment plant to ensure residents do not face water shortages.

Consultations before budget
Earlier, CM Rekha Gupta held meetings with various sections of society ahead of the budget session that began on March 23.

This included an interaction with members of the transgender community on Friday, as well as discussions with gig workers and labourers earlier, to gather their suggestions for the budget.

“The Delhi government’s budget session, which began on March 23, marks the BJP government’s second budget. We have consulted people from different sections of society to ensure the budget reflects their inputs. It aims to address public concerns and strengthen infrastructure in Delhi. We want to present a clear roadmap for a developed Delhi, and public participation is the biggest strength of this budget,” the Chief Minister said.    (Agency)
