Anantnag, May 14: District Development Commissioner Anantnag Dr. Bilal Mohiuddin Bhat today chaired a comprehensive review meeting at Dak Bungalow Khanabal to assess the progress of Mission YUVA, the Holistic Agriculture Development Programme (HADP), and various Financial Inclusion Schemes in the district.
The meeting was attended by senior officials including the Chief Planning Officer, SE KPDCL, ACD, CMO, DD Employment, CAO, CAHO, DFO Social Forestry, Lead Bank Manager, and representatives from multiple departments and CSCs.
During the review, the DC evaluated key financial inclusion schemes including PM Suraksha Bima Yojana (PM SBY), PM Jeevan Jyoti Bima Yojana (PM JJBY), Atal Pension Yojana (APY), and PM Shram Yogi Maandhan (PM-SYM). Officials informed that a total of 46,303 beneficiaries have been enrolled under these schemes so far.
Expressing concern over slow progress, the DC directed the Lead Bank Manager and concerned departments to ensure complete saturation of eligible beneficiaries under all flagship insurance and pension schemes. He stressed that procedural bottlenecks must be removed immediately so that benefits reach vulnerable and low-income groups without delay.
The DC also reviewed HADP and JKCIP implementation, including application status, unit establishment, fund utilisation, approvals, and tracking systems. It was informed that 34,351 applications have been approved under HADP, out of which 15,525 units have been established and are being tracked through OTA systems.
He directed officials to improve coverage, ensure faster establishment of units, strengthen farm registration, and ensure real-time tracking along with timely disbursal of loans and subsidies.
On Mission YUVA, Dr. Bilal Bhat said it is a transformative initiative aimed at empowering youth to become self-reliant entrepreneurs. He stressed that the mission must go beyond financial assistance and focus on building a sustainable ecosystem with training, mentorship, and market linkages.
He further instructed all departments, banks, and implementing agencies to intensify awareness campaigns and expand outreach among students, self-help groups, and marginalised youth.
The DC concluded by directing all stakeholders to ensure measurable progress before the next review meeting, warning that performance would be closely monitored.
