Self-enumeration to Begin 15 Days Before HLO; Census 2027 to Be India’s First Fully Digital Exercise

Jammu, Jan 21: House Listing Operations (HLO) will be conducted across Jammu and Kashmir from June 1 to 30 as part of the upcoming census, with self-enumeration starting 15 days prior, officials said on Wednesday.

The schedule was finalized by the Union Territory Level Census Coordination Committee, which met on Tuesday under the chairmanship of Chief Secretary Atal Dulloo, they added. The government is expected to issue the requisite notification by January 31.

To ensure smooth self-enumeration, technical assistants and charge officials will be deployed to guide the public during the 15-day preparatory period.

During the meeting, Amit Sharma, Director of Census Operations for J-K and Ladakh, presented a detailed framework for Census 2027, which will be India’s first fully digital census. The presentation highlighted major innovations, including the Census Management and Monitoring System (CMMS), self-enumeration by citizens, and caste enumeration.

Officials said the meeting also outlined the sequence of census activities—training, self-enumeration, house listing, and population enumeration—along with detailed timelines.

Emphasizing robust field-level implementation, the committee approved the expedited hiring of manpower for Census 2027 at the UT, district, and charge levels. Deputy commissioners were instructed to set up District Level Census Cells, nominate officers for coordination, training, and supervision, and ensure timely identification of master trainers, supervisors, and enumerators.

Chief Secretary Atal Dulloo stressed the importance of close coordination between the administration and the census directorate, directing all deputy commissioners to provide full support for a smooth, accurate, and timely census. He assured full government cooperation to ensure the successful completion of the exercise.  (Agencies)
