Administration Tightens Monitoring of Ramadan Donations to Curb Terror Funding

Jammu, February 18: In a decisive move aimed at choking potential funding channels for terror groups operating in the district, the administration has issued detailed guidelines for the regulation, monitoring and vigilance over the collection of donations during the forthcoming Holy Month of Ramadan.

The directions, issued under the document titled “Regulation, Monitoring and Vigilance over the Collection of Donations during the Holy Month of Ramadan-2026” , lay down a structured framework to ensure transparency and accountability in the collection and utilization of charitable contributions. Officials said the step has been taken as part of a broader security strategy to prevent the misuse of religious sentiments and to ensure that funds raised in the name of charity are not diverted towards unlawful or terror-related activities.

According to the guidelines, individuals, mosque committees, trusts, NGOs or any other organizations intending to collect donations during Ramadan must follow prescribed procedures and obtain prior permission from the competent authority wherever required. Proper identification, documentation and disclosure of the purpose of collection have been made mandatory to eliminate ambiguity and prevent unauthorized fundraising drives.

The administration has emphasized that all donations must be properly accounted for and utilized strictly for the declared charitable or religious purposes. Authorities have warned that unauthorized door-to-door campaigns, public collections or digital fundraising initiatives without approval will invite strict legal action under relevant laws.

A multi-layer monitoring mechanism has been put in place, with district authorities, police and intelligence agencies directed to maintain heightened vigilance throughout the holy month. Field officers may conduct inspections, verify credentials of collectors and examine financial records wherever necessary. Special focus will be laid on sensitive areas to ensure that no illegal financial network operates under the cover of religious charity.

Officials maintained that the objective of the move is not to restrict genuine charitable activities but to safeguard the sanctity of Ramadan and ensure that public contributions reach deserving beneficiaries without being misused by disruptive or anti-national elements. The public has been urged to donate only to authorized and verified bodies and to report any suspicious or unauthorized collection activity to the nearest police station or district authorities.
