On day 5; J&K Assembly to discuss & debate on Key bills, amendments in age limit and labour laws under discussion

Srinagar, October 30, 2025 — The Jammu and Kashmir Legislative Assembly will enter the fifth day of its ongoing session on Thursday October and is schedule to discuss key bills introduced by the Omar Abdullah led Government 30. The session began on October 23, continued on October 24 for Rajya Sabha election voting, and was followed by two holidays. Proceedings resumed on Monday, October 27.

 

Agenda for Day 5

 

The Assembly is expected to continue debates on key government bills and proposed amendments, focusing on:

• Rent Authority Bill, 2025 (L.A. Bill No.4 of 2025): To establish a Rent Authority to regulate renting, safeguard landlords’ and tenants’ interests, and provide speedy dispute resolution.

• Jammu & Kashmir Panchayati Raj (Amendment) Bill, 2025 (L.A. Bill No.5 of 2025): Includes a major proposed amendment by Mir Saifullah to lower the maximum age limit for the State Election Commissioner from 70 to 60 years.

• Shops and Establishments Bill, 2025 (L.A. Bill No.6 of 2025): Debates expected on reducing penalties, revising enforcement authorities, and exemptions for charitable shops.

• Cooperative Societies (Amendment) Bill, 2025 (L.A. Bill No.7 of 2025): Minor amendments to the 1989 Act continue to be discussed.

 

Key Amendments Under Spotlight 🔍

• SEC age limit for Panchayati Raj: Mir Saifullah’s proposal to reduce it to 60 years is a key point of discussion.

• Labour law oversight: Proposed changes to enforcement roles and maximum penalties are under debate.

• Tenancy and charity exemptions: Nizam-Ud-din Bhat’s proposals on notice periods and charitable shops remain part of discussions.

 

The fifth day of the session is likely to witness detailed deliberations on governance reforms, labour regulations, and local administrative functions, with ministers responding to legislators’ concerns and voting on selected clauses.
