In a significant administrative decision following mounting criticism and public outcry, the Mission Directorate Poshan, Jammu & Kashmir has formally declined any further extension of a long-running manpower contract awarded for Aadhaar-related operations across the Union Territory.
As per an official communication issued by the Mission Director, Poshan J&K, the contract awarded to S&S Telecom Pvt. Ltd. for supplying certified manpower to capture demographic and biometric data under various Poshan projects has expired on April 6, 2026, and “no further extension shall be accorded.”
The decision assumes importance as the contract had reportedly been granted multiple extensions in the past without clear justification, raising concerns over transparency, fairness, and monopolization in the sector. Sources indicate that the repeated renewals had triggered serious objections from stakeholders and competing service providers, who alleged that deserving new entrants were being denied opportunities.
The contract was linked to the operation of 256 ECMP kits across Jammu & Kashmir, a crucial component in Aadhaar enrolment and updation services under welfare schemes.
Following the expiry, the department has now directed District Programme Officers (Poshan) to immediately take possession of ECMP kits from the agency through concerned CDPOs, signaling a complete operational shift and closure of the previous arrangement.
Officials suggest that the move is part of a broader effort to bring transparency, encourage fair competition, and open the sector to new players, ensuring better service delivery and accountability.
The development comes after what insiders describe as a “hue and cry” over the repeated extensions, eventually compelling the department to reassess its stance and act decisively.
With this step, the administration appears to be sending a clear message against arbitrary contract renewals and in favor of competitive and merit-based engagement in government projects.
