NC President Farooq Abdullah responds to HM Amit Shah’s statement, lists works during NC regime

Srinagar, October 5: JKNC President Dr Farooq Abdullah today responded to allegations of Home Minister Amit Shah about the account for the work done during JKNC governments.

The statement issued to KNS summarises Major development and milestones in various sectors under JKNC governments.

“Yesterday HM Amit Shah Ji asked me to account for the development that took place during the years JKNC has been in power. He was trying to suggest that nothing had been achieved & that NC had wasted away its time in office with nothing to show. I don’t wish to get side tracked by some of the other things that were said about guns & stones. The sacrifices of my colleagues over the last 35 years where scores of NC leaders and workers have been killed or injured by these very guns Amit Shah ji accused us of distributing is the only answer this accusation needs,” statement reads.

National conference submitted a list of some of the achievements of various NC governments from 1947 to 2014.

This list is by no means complete but is a snap shot of some of the work done. Ultimately people will be the judge of what has &hasn’t been achieved, it reads. “Perhaps now Amit Shah ji can share with the people of J&K what has been achieved in the last 3 1/2 years of central rule in J&K,.” It saidm Era – 1948-53, 1977-83, 1986-1989 (Sheikh Mohammad Abdullah, Dr Farooq Abdullah) Single line administration instituted Land to tiller followed by Abolition of big landed estates: The Revolutionary Acts that gave land to landless peasants paved way for social and economic upliftment of cross section of people irrespective of region, religion, Free education up to University level, The Universities of Jammu and Kashmir established Adult education centers established Jabri Schoolsestablished, District development Boards constituted, Gujjar and Bakarwal advisory board, SKIMS, State of the art healthcare and medical education institute established SKUAST, a farm university aimed to propel growth in agriculture production established Government women’s college established, 50 percent reservation for women in medical and dental colleges, Panchayat Raj Institution established and elections heldUrban local body elections held.

The statement also reads that First state in the sub-continent to have universal adult franchise set at the age of 18, Degree colleges established in district headquarters, Modern and aesthetic, one of its kind conference and convention centre SKICC established First Pay commission allocated at par with central government employees, Network and fleet of public road transport SRTC established, White Revolution in J&K: High yielding milch animals introduced, Mobile schools for Gujjar community established, Arts Emporium, a system to support local artisans and portray the rich art of J&K SICOP, the cooperation that oversaw proliferation of local small-scale industries established Under SIDCO, number of industrial estates/food parks including Khanmoh (Phase I, II), Shalteng, Rangreth, SKIMS Bemina (JVC Hospital) established to augment medical education and healthcare facilities 1996-2002 (Dr Farooq Abdullah)

Nearly 6000 industrial units established, Baglihar dam feeding 900 MW power plant, Uri Power project feeding 480 MW power plant,  Dul Hasti power project feeding 390 MW power plant, 1500 small and big bridges constructed reconnecting areas, 3600 new school buildings constructed,1.65 lakh youth given employment, Gulmarg Gondola, the major tourist attraction and one of the very few in Asia established, Royal Spring Golf Course that hosts national and international golf tournaments developed, Retirement age of government employees increased from 55 to 58, Urban local body elections held, JK becomes milk surplus state 3.69 lakh metric tons in 1995 to 6.66 lakhs metric tons in 2001, Rehber e Taleem scheme introduced revolutionizing education and employment in the sector. 70000 ReTs employed. On the same pattern Rehbare Ziraat, Zehbar E Janglaat and Multipurpose workers in RDD were employed, Industrial estates Ompora Budgam, Lassipora, Samba (phase I, II) established, Food parks at Khunmoh and Doabgah Sopore established.

2008-2014 (Omar Abdullah) Panchayati Raj Institutions, Public Services Guarantee Act, Right to Information Act,Reconstitution Accountability Commission, constitution of Vigilance Commission, 3rd Party Monitoring, e-Tendering and -Purchasing, Results Framework Document and other initiatives initiated to curb corruption and give good-governance,Mini Secretariats established across districts, Panchayats in J&K were empowered,1.75 jobs provided to youth which included teachers, Police personnel, Aganwadi,3000 entrepreneurship units established, skill up gradation training provided to 40000 youth,20348 ReTs regularized, 10,000 doctors, specialists and paramedics appointed in health department, 7000 additional posts created for upgraded schools,26633 educated unemployed youth provided employment in Education Department, SKEWPY (Sher-e –Kashmir Employment and Welfare Programme for the Youth) introduced. Under SKEWPY about 3000 industrial units have been setup providing employment to 13000 youth, Under J&K Self Employment Scheme 15479 entrepreneurs were registered and financial help worth Rs 141.93 crores provided by the state got; this has resulted in creation of jobs for 63462 persons,To harness 1000s of ME of capacity along the Chenab and its tributaries, Chenab Valley Power Development Corporation was set up, Over 20 major Grid Stations constructed and Receiving Stations commissioned to upgrade power distribution, Hundreds of Sub-Stations and 18000 KMs long Transmission lines installed. 2500 MVA added by constructing new Grid Stations augmenting existing one, 37700 Solar Home Lights systems have been provided to families living in far flung un- electrified areas, Work on Chenani-Nashri tunnel commissioned, Approximately 2500 MVA transformation capacity has been added by creating new Grid Stations/augmenting existing stations,

50 MVA Grid Station at Shopian

220 KV double circuit Zainakote-Amargarh transmission line

6.3 MVA Receiving Station at Kanir Badgam

6.3 KVA Receiving Station at Kreeri Baramulla

3.15 MVA Receiving Station at Hadipora Baramula

6.3 MVA Receiving Station Dewsar

10 MVA Receiving Station at Shastri Nagar

20 MVA Grid Station at Jourian Augmentation of Receiving Station at Sainik Colony from 1×6.3 MVA to 2×6.3 MVA. At Nandpora Samba from 6.3 MVA to 10 MVA. At Tethar Banihal from 4 MVA to

6.3 MVA. At Thatri Doda from 6.3 MVA to 10 MVA. At Dedpeth from 3.15 MVA to 6.3

MVA, Retirement age of government employees increased from 58 to 60,455 road projects, 265 Bridges, 10000 km New Roads constructed, Flyover corridor in Srinagar from Jahangir Chowk to Rambagh and Flyover at Jammu from Bikram Chowk to Satwari, Mughal Road completed, Boring of Zojila Tunnel started,709 road schemes completed under PMGSY, Flyover corridor in Srinagar from Jahangir Chowk to Rambagh and Flyover at Jammu from Bikram Chowk to Satwari, Tawi Artificial Lake launched and 4th Bridge on River Tawi completed, Two Central Universities and two University Campuses established About two dozen Degree Colleges established at Sumbal, Kangan, Khour, Jhindra, Pampore, Thathri, Sunderbani, Vaillo-Larno, Hadipora, Bagh-i-Dilawar Khan, Gool, Magam, H D Pora, Tangmarg, Charar-i-Sharief, Zanskar, Marwah, Mahanpur, Kupwara, Surankote, Kalakote, Nobra and Sarabhaga-Mahore, 6 Polytechnics upgraded and 396 posts created,9 Women ITIs, 12 Women Wings in ITs and 89 new trade units were introduced in Industrial Training Institute, 6 Modern ITIs at Hajan, Bani, Banihal, Gureze, Khori and Nowshera established, 26633 educated unemployed youth provided employment in Education Department, 5480 new primary schools have been opened and 2521 upgraded. 526 Middle Schools upgraded to the level of High Schools. 16475 buildings constructed which include about 2300 primary school buildings, 367 middle schools and 3231 additional class rooms and 9932 kitchen shedsConstruction of about 50 KGBs completed, 105 Block Resource Centres completed, 564 Clusters Recourse Centres completed besides establishing 540 Call Centres.

168 High and Higher Secondary Schools were provided with multipurpose Science Labs, 209 High and Higher Secondary Schools repaired and renovated, 246 sanitation blocks constructed in schools. 200 Health Institutions with different status and categories establishedTwo New 200-Bedded Maternity Hospitals, One Super Speciality Hospital developed 15 Hospital projects were completed and commissioned 11 Mobile Medical Units deployed in 11 districts Nine major hospital projects completed and commissioned which include SuperSpecialty Hospital at Jammu 200-bedded Pediatric Unit at SMGS Hospial, Jammu,  200-bedded OPD Additional Block at Lal Ded Hospital, Srinagar, 50-bedded Additional Emergency Block in GMC Jammu, Oncology Block in GMC Srinagar, Psychiatric Centre at GMC Jammu, Operation Theatre Block at Bones and Joints Hospital Srinagar Intake of MBBS seats increased from 100 to 150 in Government Medical College, Srinagar and Jammu and from 50 to 100 in SKIMS, 7 CT Scan machines installed at SMGS Hospital Jammu, District Hospitals Udhampur, Rajouri, Kathua, Gandhi Nagar, Leh, KargilHigh doze rate Brachy-Therapy Unit installed in SMHS Hospital in Srinagar, Panchayat Elections held, Panchayat Raj established. Powers from 14 departments devolved to Panchayat Institutions. Panchayat Sabhas held at State, Provincial and District levels, 13.50 crore man-days of employment generated under MGNREGA, 84594 houses constructed under IAY. 41460 houses upgraded under IAY, 28649 self-help groups assisted, 271682 sanitation units constructed in rural areas. 150 Model villages completed, Thousands of rural development works completed under various development schemes, UMEED scheme launched for empowerment of rural women in the state, National Saffron Mission launched, 50000 additional hectares of land were brought under fruit cultivation, As many as 684 Cooperative Societies have been registered which provided jobs to about 11000 people, Online Birth and Death Registration system introduced, Building permission put to online mode e- tendering system introduced,The J&K Municipalities Public Disclosure Act, The J&K Municipal Ombudsman Act 2010, The J&K Employment of manual scavengers and construction of dry latrines (prohibitions) Act, The J&K Property right to slum dwellers Act and many more enacted.

 Building Bye-laws for Srinagar/Jammu Municipal Corporations notified. Building bye- laws of Urban Local Bodies notified. Traffic Signal Lights installed in the capital cities of Srinagar and Jammu.

Sewerage Treatment Plant at Talab Tiloo Jammu commissioned Habitat Centre at Bemina Srinagar constructed, 30000 street lights installed in two capital cities of Jammu & Srinagar.

20 Community/Town Halls constructed in two capital cities and other towns of the State. PM Employment package for minorities stand executed and implemented.

Gindun Park housing a recreational park, multi-sport facilities set up 7 STPs which provided Sewerage network to the households living within the periphery of Dal Lake.

 659 new Administrative Units constituted including Niabats, Blocks, Tehsils, Treasuries, Sub Districts.

 J&K Benami transactions (Prohibitions) Act 2010, was enacted to prevent public servants for investing ill-gotten wealth in Benami Transactions, 900 Common Service Centres known as Kidmat Centres established. Bio- metric attendance system was put in place in the Civil Secretariat, IT Parks established at Ompora Budgam,53 solar power plants have been set up in different health institutions and 37 are being set up this year,Solar Park commissioned at Aharbal,Solar Power Plants have been installed at Hazratbal Shrine, Ziarat Charar-i-Sharief, Assembly Secretariat Srinagar, Banihal-Katra and Udhampur Srinagar, Baramulla railway link commissioned.

J&K has witnessed eras of development, ushering its people into political, economic and social empowerment. Despite the decades of turmoil, J&K state rose to the top among Indian states in terms of major development indices. The list could be broader, more exhaustive.

Today the literacy rate in J&K is 77 percent. Infant mortality is less than 20, maternal mortality is 46. Life expectancy is 74. Population growth rate is 11 percent. The incumbent regime has and may again claim credit for all of this but propaganda and facts are two different things.
