Liquor Ban, Land Laws, New Divisions: Private Members’ Bills Set to Stir J&K Assembly

Budget for 2026–27 set for passage as seven-day session begins, with debates expected on statehood, liquor ban, land reforms, new divisions and key public issues

Jammu, Mar 27 : The second phase of the Budget Session of the Jammu and Kashmir Legislative Assembly will begin on Friday, with the Union Territory’s annual budget for 2026–27, amounting to ₹1.13 lakh crore, set to be passed on the opening day.

The budget, presented by Chief Minister Omar Abdullah on February 6, has already been debated in the House, with discussions on demands for grants for various departments completed.

Official sources said the Appropriation Bills will now be tabled for approval, and the Chief Minister is expected to deliver a brief concluding reply.

The session will comprise seven sittings. As per the schedule, March 28 and April 4 are reserved for government business, while March 30 and April 1 will be dedicated to Private Members’ Bills, and March 31 and April 2 for Private Members’ Resolutions.

Legislators are expected to raise key issues, including restoration of statehood to Jammu and Kashmir, security concerns of political leaders, and the establishment of National Law Universities in both Jammu and Kashmir regions.

The session is also likely to witness debates on private members’ bills related to a ban on the sale of liquor and tobacco, creation of new administrative divisions, land-related matters, and regularisation of daily wagers.

On Thursday, Lieutenant Governor Manoj Sinha approved the introduction of a private member’s bill moved by PDP legislator Waheed-ur-Rehman Para, proposing a structured framework for the reorganisation of administrative units in J&K.

The Budget Session is scheduled to conclude on April 4, unless extended due to any urgent legislative business. (Agency)
