Forum for Human Rights in J&K Denounces Pahalgam Terror Attack, Calls for Justice and Civilian Protection

The Forum for Human Rights in Jammu and Kashmir has strongly condemned the brutal militant attack on tourists and locals in Baisaran valley, Pahalgam, labeling it a heinous and communal act of terrorism.

The Forum expressed deep sorrow over the tragic loss of at least 28 lives and extended heartfelt condolences to the families of the victims, while wishing a speedy recovery to those critically injured. It also stood in solidarity with the people of Jammu and Kashmir, who observed a day-long shutdown to mourn the victims and express their grief.

Calling the attack a grave threat to the safety and wellbeing of citizens in Jammu and Kashmir and the rest of India, the Forum reiterated that terrorism in any form must be confronted with resolve and accountability.

According to media reports, The Resistance Front—believed to be a proxy of the Pakistan-based Lashkar-e-Taiba—has claimed responsibility for the attack. The Forum urged the Pakistani government to take decisive action, including launching a probe, arresting those involved, and cooperating with Indian authorities in any potential prosecution, should guilt be established.

The Forum also appealed to the Indian government to work closely with Jammu and Kashmir’s Chief Minister and elected representatives to develop a counter-terrorism strategy that upholds human rights and ensures the protection of civilians.

The statement was jointly issued by notable figures, including former Home Secretary Gopal Pillai, former Supreme Court Judge Justice Madan B. Lokur, and several other respected human rights advocates and former officials.
