DC Ganderbal Reviews HADP, JKCIP Implementation; 697 Cases Approved in DLIC Meeting

Ganderbal, May 08: Deputy Commissioner Ganderbal Jatin Kishore today chaired a comprehensive review meeting to assess the implementation and progress of the Holistic Agriculture Development Programme (HADP), Jammu and Kashmir Competitiveness Improvement Project (JKCIP), and other flagship agriculture and allied sector schemes in the district.

At the outset, the Deputy Commissioner reviewed the status of PM-KISAN, Kisan Credit Card (KCC) coverage and progress achieved under HADP. He also assessed the functioning of the Daksh Kisan Portal and Kisan Khidmat Ghars (KKGs), which aim to improve outreach and delivery of agriculture-related services to farmers.

Jatin Kishore directed officers to intensify efforts for onboarding and training farmers on the Daksh Kisan Platform to ensure better utilisation of digital services.

The meeting also reviewed implementation of the PM Formalisation of Micro Food Processing Enterprises (PMFME) scheme, with the DC stressing the importance of promoting rural entrepreneurship and value addition in the agriculture sector.

While reviewing the progress under JKCIP, the Deputy Commissioner instructed departments to expedite processing of pending applications and ensure timely establishment of approved units. He also reviewed the Output Tracking App being used for monitoring physical progress of units across various sectors.

Discussing the credit linkage component under different schemes, the DC directed the Lead District Manager to speed up disposal of pending cases and ensure timely sanction of financial assistance to eligible beneficiaries. He emphasized the need for better coordination between banks and line departments for effective implementation of schemes at the grassroots level.

The Deputy Commissioner said that successful implementation of HADP, JKCIP and other flagship schemes is essential for strengthening the rural economy and improving livelihoods of farming communities in the district.

Later, Jatin Kishore also chaired a meeting of the District Level Implementation Committee (DLIC) to consider and approve beneficiary cases under HADP and JKCIP.

After detailed scrutiny, the committee approved 697 cases, including 663 under JKCIP and 34 under HADP. The approved cases pertained to sectors including Agriculture, Horticulture, Animal Husbandry, Sheep Husbandry, Fisheries and Horticulture Planning & Marketing.

The DC directed departments and financial institutions to ensure timely processing and disbursement of assistance so that beneficiaries can establish units without delay and generate sustainable livelihood opportunities.

Among others, the meeting was attended by ADDC Manzoor Ahmad, Chief Planning Officer, Chief Agriculture Officer, Chief Animal Husbandry Officer, Lead District Manager, Cluster Head J&K Bank, Senior Scientist KVK and officers from allied departments.
