The Economic Offences Wing (EOW) of the Crime Branch Kashmir (CBK) has filed a chargesheet against six individuals for their alleged involvement in tampering official records submitted before the Central Administrative Tribunal (CAT) Srinagar, officials said on Wednesday.
The chargesheet, filed under FIR No. 87/2022, cites Sections 209, 409, 420, 467, 468, 471, and 120-B of the Indian Penal Code. It has been submitted before the Court of Chief Judicial Magistrate, Srinagar.

The case originated from a communication highlighting suspected tampering of official documents submitted in TA No. 4100/2021 by the office of the Chief Horticulture Officer. Investigation revealed that records submitted before CAT Srinagar were unlawfully altered while in its custody.
Pathan Majid Khan, in alleged criminal conspiracy with CAT employee Anoop Mishra and other beneficiary employees, is accused of making unauthorized insertions in records regarding their regularisation in the Horticulture Department. Investigators recovered at least 12 official seals from various departments and institutions, including the Directorate of Horticulture, BDO, Tehsildar, ZEO, Principals, and Headmasters, from Majid’s residence. Call detail records and WhatsApp communications further corroborated the conspiracy and breach of trust by Anoop Mishra, as established from Majid Khan’s seized cellphone.
The chargesheet has now been submitted for judicial determination.
