CM Omar Abdullah Assures Streamlined CAPEX Fund Allocation, Timely GPF Disbursement
Jammu and Kashmir Chief Minister Omar Abdullah on Monday reaffirmed that the allocation and distribution of the Capital Expenditure (CAPEX) Budget is a well-structured and transparent process, ensuring efficiency across all departments.
Responding to a query from MLA Javid Hassan Beig in the Assembly, the Chief Minister clarified that both revenue and capital expenditure allocations fall under the Finance Department, in accordance with statutory norms and business rules.
He emphasized that fund allocations are managed through the Budget Estimation Allocation & Monitoring System (BEAMS), which operates in real-time, enhancing accountability and effective monitoring. Additionally, PAYSYS (Payment System), PROOF (Photographic Record of On-site Facility), and Treasury Net have been integrated to ensure transparency in financial transactions.
To further enhance public oversight, the EMPOWERMENT and Janbhagidari portals allow citizens to track fund releases and monitor developmental projects in their areas. “This is a first-of-its-kind initiative enabling the public to oversee government works in real time, ensuring greater transparency,” Omar said.
Addressing concerns regarding the delayed release of funds, the Chief Minister clarified that CAPEX ceilings are communicated to all administrative departments at the beginning of the financial year, with funds being disbursed once work plans are uploaded and approved on the BEAMS portal.
On the issue of General Provident Fund (GPF) disbursement, Omar Abdullah assured that Rs 5,476 crore has already been paid for the financial year 2024-25 and that employee claims are being cleared regularly, subject to resource availability.
