India Rejects Pakistan’s J&K Remarks at UN, Seeks Review of Outdated Mediation Frameworks

India tells UN Security Council Jammu and Kashmir is an internal matter, calls for updating obsolete mediation mechanisms

NEW YORK, June 24: India has called for a review of outdated mediation frameworks under Chapter VI of the UN Charter while firmly rejecting Pakistan’s remarks on Jammu and Kashmir during an Arria-formula meeting of the UN Security Council (UNSC).

India’s Permanent Representative to the United Nations, Harish Parvathaneni, said the applicability of Chapter VI and Chapter VII of the UN Charter differs significantly and should be viewed in the context of changing global realities.

Addressing the meeting on “Bridging the Implementation Gap: UNSC Resolutions and Maintenance of International Peace and Security,” Parvathaneni said Chapter VII deals with concrete measures to address threats to international peace, while Chapter VI provides various peaceful means such as negotiation, mediation, conciliation and arbitration to resolve disputes.

He stressed that mediation frameworks created under Chapter VI are not permanent and should be reviewed as circumstances evolve. Citing the Palestine issue as an example, he said mediation mechanisms have continuously adapted to changing realities, and outdated frameworks should not be treated as perpetually valid.

The Indian envoy also argued that if UN General Assembly mandates are being reviewed under the UN80 reform framework for greater efficiency, there is no reason why UN Security Council mandates should be exempt from similar scrutiny.

Responding to Pakistan’s remarks during the meeting, Parvathaneni accused its representative of attempting to politicise the forum.

Reiterating India’s longstanding position, he said the Union Territory of Jammu and Kashmir is strictly an internal matter of India and will remain so.

India maintained that discussions relating to Jammu and Kashmir have no place in international forums and reaffirmed its commitment to addressing all such matters within its constitutional framework.
