Major Administrative Reshuffle in J&K: New Deputy Commissioners Appointed Across Key Districts

Jammu, February 20: The Government of Jammu and Kashmir on Thursday ordered a major bureaucratic reshuffle, effecting transfers and postings of senior IAS and JKAS officers, including several Deputy Commissioners, with immediate effect.

According to Government Order No. 230-JK(GAD) of 2026 dated February 20, issued by the General Administration Department (All India Services Section), Shri Krishan Lal, JKAS, has been transferred and posted as Deputy Commissioner, Doda. He replaces Harvinder Singh, IAS (AGMUT: 2019), who has been appointed as Director, Employment, J&K, and will also hold the additional charge of Chief Executive Officer, Mission Youth and Mission Director, Mission YUVA.

Shri Shahzad Alam, IAS (AGMUT: 2019), has been transferred from the post of Director, Employment, J&K, and posted as Deputy Commissioner, Kulgam. Shri Athar Aamir Ul Shafi Khan, IAS (RJ: 2016), earlier Deputy Commissioner, Kulgam, has been transferred and posted as Deputy Commissioner, Budgam. Dr. Bilal Mohiud Din Bhat, IAS (AGMUT: 2017), has been shifted from Budgam and appointed as Deputy Commissioner, Anantnag. Shri Syeed Fakhrudin Hamid, IAS (AGMUT: 2017), has been transferred from Anantnag and posted as Deputy Commissioner, Baramulla, while Shri Minga Sherpa, IAS (AGMUT: 2017), has been moved from Baramulla to serve as Deputy Commissioner, Udhampur. Shri Kumar Abhishek, IAS (AGMUT: 2016), has been posted as Deputy Commissioner, Reasi.

Apart from district-level changes, the government also effected several senior-level postings. Shri Ashwani Kumar, IAS (AGMUT: 1992), has been posted as Financial Commissioner (Additional Chief Secretary), Power Development Department, and will also hold the charge of Administrative Secretary, Mining Department. Dr. Ashish Chandra Verma, IAS (AGMUT: 1994), Financial Commissioner (Additional Chief Secretary), Tourism Department, will additionally hold charge of Administrative Secretary, Agriculture Production Department.

Shri Shailendra Kumar, IAS (AGMUT: 1995), has been transferred and posted as Financial Commissioner (Additional Chief Secretary), Finance Department. Shri M. Raju, IAS (AGMUT: 2005), Commissioner/Secretary, General Administration Department, will also hold the additional charge of Administrative Secretary, Health and Medical Education Department.

Ms. R. Alice Vaz, IAS (AGMUT: 2005), has been posted as Commissioner/Secretary, Planning, Development and Monitoring Department, and will also hold the additional charge of Administrative Secretary, Information Department. Ms. Yasha Mudgal, IAS (AGMUT: 2007), has been transferred from Youth Services and Sports Department and posted as Commissioner/Secretary, Cooperatives Department, while Dr. Shahid Iqbal Choudhary, IAS (AGMUT: 2009), has been shifted from Science and Technology Department to head Youth Services and Sports Department.

Dr. Piyush Singla, IAS (AGMUT: 2012), Secretary, Information Technology Department, will also hold the additional charge of Administrative Secretary, Public Grievances Department. Ms. Babila Rakwal, JKAS, has been transferred from Cooperatives and posted as Commissioner/Secretary, Science and Technology Department.

Ms. Anjali Sehrawat, IAS (AGMUT: 2013), has been posted as Mission Director, Jal Jeevan Mission. Ms. Nidhi Malik, IAS (AGMUT: 2013), Deputy Commissioner, Reasi, has been transferred and appointed as Inspector General of Registration, J&K. Shri Owais Ahmed, IAS (AGMUT: 2014), has been transferred and posted as Director, Skill Development, J&K, and will continue to hold additional charge as Special Secretary, Planning, Development and Monitoring Department. Dr. Sagar D. Dattaray, IAS (AGMUT: 2014), has been posted as Director, Food, Civil Supplies and Consumer Affairs, Kashmir.

Ms. Akriti Sagar, IAS (AGMUT: 2016), has been posted as Managing Director, National Health Mission, J&K, and will also hold the additional charge of Special Secretary, Health and Medical Education Department.

The large-scale reshuffle is being viewed as a significant administrative exercise aimed at strengthening governance, ensuring efficient service delivery, and streamlining departmental functioning across Jammu and Kashmir.
