An official summon issued by the Jammu and Kashmir Legislative Assembly Secretariat states that the order has been passed under Section 18(1) of the Jammu and Kashmir Reorganization Act, 2019. The Assembly will meet at Lok Bhavan, Jammu.

All Hon’ble Members of the Legislative Assembly have been requested to attend the session as per the prescribed rules of procedure. The summon has been signed by Lieutenant Governor Manoj Sinha and issued by Manoj Kumar Pandita, Secretary, J&K Legislative Assembly Secretariat.

The session is being convened amid ongoing administrative and developmental efforts in the Union Territory. Legislative Assembly sessions provide a constitutional platform for elected representatives to raise public issues, review government performance, and discuss matters related to governance and development.

The convening of the Legislative Assembly session assumes significance in the broader backdrop of ongoing administrative restructuring, governance reforms, and developmental initiatives in the Union Territory following the Jammu and Kashmir Reorganization Act, 2019. Legislative sessions serve as a key constitutional forum for elected representatives to debate policy matters, review government functioning, and raise public issues from across the region.

Over the past few years, the Assembly sessions have been closely watched, particularly in light of evolving political dynamics, security considerations, and efforts to strengthen democratic institutions at the grassroots level. The upcoming session is expected to witness deliberations on budgetary matters, developmental priorities, law and order issues, and public welfare schemes, besides the possibility of tabling important legislative and administrative business.

The venue—Jammu—also reflects the long-standing practice of seasonal capital functioning, ensuring regional balance between Jammu and Kashmir divisions.
