The Government of Jammu and Kashmir has constituted a high-level committee to formulate a comprehensive, transparent, and uniform transfer policy for Regularized Rehbar-e-Taleem Teachers (RReTs) across the Union Territory.
The decision was formalized through Government Order No. 683-(JK)Edu of 2025, issued by the Secretary, School Education Department, J&K, dated December 2, 2025. This move addresses the long-standing demand for a clear transfer mechanism for RReTs, whose initial recruitment was often school-specific, leading to issues of stagnation and administrative inconvenience in the general transfer policy.
The committee, established to examine all issues connected with the transfer, posting, and adjustment of Rehbar-e-Taleem Teachers, is headed by the Special Secretary to the Government, School Education Department (Chairman) while Key members of the committee include Additional Secretary to the Government, School Education Department, Joint Director (Central) Kashmir, School Education Department, Joint Director, Jammu, School Education Department, Deputy Secretary to the Government, (U) School Education Department (Member Secretary), Under Secretary to the Government, (T), School Education Department.
Terms of Reference (ToR)
The committee has been tasked with three primary objectives that include to study the existing norms regarding the transfer of RReT Teachers, to propose a uniform, need-based, and student-centric transfer policy for RReTs, focusing on rationalization of staff, transparency, and administrative efficiency & to assess the feasibility of periodic transfers, hardship postings, and tenure-based placements of RReT Teachers.
The committee is required to submit a detailed report, along with a draft Transfer Policy, to the Government within a period of two (02) months. The committee is also authorized to co-opt any member as required for its purpose.
This step is expected to bring relief to thousands of RReTs who have often faced professional stagnation due to the lack of a defined transfer policy, as well as ensure optimal deployment of teaching resources across the Union Territory.
