J&K gets a new police chief

R R Swain, an AGMUT cadre IPS officer of 1991 batch, is set to take charge as Director General of Police, Jammu & Kashmir, from November 1.

Quoting approval of the competent authority, an order issued by B G Krishnan, Director (S) in the Ministry of Home Affairs, reads that “Swain, presently posted as Special DG, CID, Jammu & Kashmir, will also function as in-charge Director General of Police in addition to his existing charge until further orders”.

Swain will succeed DGP Dilbag Singh, who retires October 31.

After taking over as intelligence chief in June 2020 following his repatriation to the Union Territory after 15 years of central deputation, Swain has been instrumental in destroying the terror ecosystem by initiating stern action against “militant sympathisers” and their over-ground workers, as well as their channels of funding.

As head of the intelligence wing of the UT police, he became the first ex-officio Director of the State Investigation Agency (SIA), which was constituted by the J&K government in November 2021 to coordinate with the National Investigation Agency and other central agencies for speedy and effective investigation and prosecution of terror-related cases. Many believe the SIA was Swain’s brainchild.

Those who know him say he was instrumental in initiating action against those harbouring and providing logistics to militants, and in bringing to end incidents of stone pelting, thus restoring normal functioning of educational institutions and commercial establishments.

The SIA under his leadership investigated and arrested the accused in many cases of militancy, including narco terror, not just from J&K but from other states and UTs.

In May this year, it apprehended two accused involved in the killing of Mirwaiz-e-Kashmir Moulvi Mohd Farooq in Srinagar 33 years ago.

During central deputation, he served in various capacities, including a posting abroad.

He had also served as district police chief in both Srinagar and Jammu during peak militancy in 2001-03 and 2003-04, respectively.

He also served as Assistant Inspector General of Police and Deputy Inspector General of Police in the J&K Vigilance Organisation (now the Anti Corruption Bureau), the highest anti-corruption body of the UT, from 2004 to 2006
