Entrepreneurs Left in Limbo: J&K’s Industrial Land Allotment Delay Sparks Outcry

Srinagar, 2nd August 2025: Wasim Ahmad, a young entrepreneur from Srinagar, has voiced strong disappointment over the indefinite delay in the industrial land allotment process initiated by the Government of Jammu & Kashmir in 2021. Despite submitting the online application along with the official fee, he like hundreds of others has not been allotted any land even after four long years.

“We applied back in 2021. It’s now 2025, and we still haven’t received land. If this isn’t injustice, then what is?” said Wasim. “And what’s worse no authority is willing to give us a clear answer.”

For the past four years, the only response applicants have received is that an “appraisal” is being prepared a process that seems to have no end. “We’re tired of hearing the same thing over and over. If the estate wasn’t ready, why didn’t the government just say so? Why mislead the youth by inviting online applications for undeveloped land?” he questioned.

Wasim stated that such treatment amounts to false promises. “The government raised hopes among youth, made them submit applications and payments, and now there’s complete silence. This is not just poor planning it’s deeply unfair,” he added.

He also criticized the marks-based land allotment system, calling it discriminatory against small units:

“If you allot land based on project marks, then small entrepreneurs have no chance. It’s an open message that only big players can get land how is that fair? In the rest of India, land is allotted based on serial number or application date. Why is J&K following this flawed system?”

He warned of a dangerous trend where applicants are now tailoring inflated project reports just to get marks. “People are no longer planning real businesses they are designing reports to win land. Even officials are guiding them on what to include just to qualify. Meanwhile, genuine applicants from 2021 are still waiting that’s a cruel injustice.”

Wasim Ahmad appealed directly to the Hon’ble Chief Minister of J&K to:

• End the silence and issue transparent updates to all applicants,

• Fast-track allotments in a time-bound manner,

• Revise the marks-based system that excludes genuine small-scale units, and

• Acknowledge the delay, allowing revalidation of outdated DPRs.

“This isn’t just about land; this is about broken trust, wasted years, and the shattered hopes of the youth who wanted to contribute to J&K’s economy. We request the government to be honest with us and take immediate corrective action,”
