Counter-Intelligence Kashmir conducts raids across valley

Counter-Intelligence Kashmir (CIK) on Tuesday morning carried out raids at multiple locations across the Kashmir Valley, officials said. The searches are part of the ongoing investigation into the November 10 Red Fort blast in Delhi, which killed 15 people and injured several others. Further details about the CIK operation are awaited.

Meanwhile, the Enforcement Directorate (ED) launched a coordinated search operation at 25 locations across Delhi, Haryana and other cities in connection with its probe into Al-Falah University and its trustees, expanding the scope of the multi-agency investigation into the Delhi car blast. One of the accused, Dr. Muzammil, previously worked at the university’s Faridabad campus.

According to sources, the searches began around 5 am after the ED registered an Enforcement Case Information Report (ECIR) earlier this week to investigate suspected financial irregularities involving Al-Falah University. The raids targeted offices, entities, shell firms and individuals linked to the university, with ED teams working closely with police units. One of the key locations searched is Delhi’s Okhla area.

The ED is examining alleged violations under the Prevention of Money Laundering Act (PMLA), including suspected fund diversion and questionable transactions routed through associated entities. Investigators are reviewing fund flow patterns, income declarations and payments flagged in preliminary findings that led to the ECIR.

This marks the ED’s first action connected to the Delhi blast case, as Al-Falah University remains under scrutiny by multiple agencies. Over the past week, several individuals associated with the university have been questioned in relation to separate terror-linked probes.

The NIA and local police had earlier questioned doctors from the university’s medical college over alleged links with suspects in the Red Fort blast. The ED action also follows two FIRs filed recently by the Delhi Police Crime Branch against the university, including cases of cheating and alleged forgery related to accreditation documents. The NAAC has also issued a notice to the university over discrepancies in its accreditation claims.

The ECIR is understood to be linked to these FIRs, allowing the ED to investigate whether the alleged offences generated proceeds of crime under PMLA. Al-Falah University has stated that it is fully cooperating with all agencies and maintains that any wrongdoing pertains to individuals, not the institution itself.

During Tuesday’s searches, the ED seized documents, digital records and financial ledgers to examine potential evidence of money laundering or fund misuse. More summons and questioning of trustees or staff are expected as the agency studies the recovered material.

Investigators are also probing a terror module allegedly linked to Dr. Umar Un Nabi, identified as the person who drove the explosive-laden car that ignited near the Red Fort on November 10. Meanwhile, the NIA has arrested another key associate of the terrorist, who allegedly provided technical support for terror activities by modifying drones and attempting to make rockets.
